Imperial Seal is a powerful card that can be beneficial in combo decks looking to find specific key cards quickly. However, due to the life loss and the fact that it puts the card on top of the library instead of into hand, it may not be as efficient as other tutors like Demonic Tutor or Vampiric Tutor, which allow for more flexibility and immediate access to the card. While Imperial Seal can still see play in certain competitive decks, it may not be the optimal choice in all situations.
