Splinter’s Technique would fit best in aggressive or tempo-oriented black decks that attack early with cheap, evasive creatures (like flyers, menace, or shadow-style threats) and can reliably leave something unblocked to enable the Sneak cost, turning it into a {1}{B} tutor during combat; it also pairs well with creatures that have enter-the-battlefield value so bouncing them isn’t a huge loss. That said, in most formats it would compete with significantly stronger tutor options—**Demonic Tutor** (strictly better at {1}{B} with no condition), **Vampiric Tutor** (cheaper and instant-speed), **Imperial Seal**, and even **Diabolic Intent** (often easier to enable in sacrifice decks).
