**Whirlwind** is best suited for tempo‑oriented or midrange decks that want to disrupt board development while replaying their own high‑value or “enter the battlefield” units; it shines in builds that can either replay cheap value units efficiently or that run fewer but more impactful creatures so the symmetrical effect hurts opponents more than you.
