This card, Despise, would be beneficial in a mono-black control deck that aims to disrupt the opponent's strategy by removing key creatures or planeswalkers from their hand before they can be played. While Despise is a decent option for hand disruption, a stronger alternative could be Thoughtseize, which not only allows you to choose any nonland card but also lets you take it regardless of its type.
