Mana Short, Instant, designed by Dameon Willich first released in Aug, 1993 in the set Limited Edition Alpha and was printed exactly in 16 different ways. It's currently being selled by the minimum price of 2.48.
A control deck focused on disrupting your opponent's mana base would benefit from using Mana Short in Magic: the Gathering. While Mana Short can be effective in certain situations, there are better options like Time Stop or Time Spiral that offer more versatile and powerful effects. Overall, Mana Short may see play in specific metagames where disrupting your opponent's mana is crucial, but it's not a staple card in most competitive decks.

It even taps lands that do not produce mana.

Since this is an instant, your opponent may use instants in response to the casting of this spell. Note that such spells and abilities will be resolved before the mana pool is emptied by the Mana Short. This makes it useless as a countermeasure for spells. To use it effectively, you need to use it during Upkeep and even then it will not prevent the use of instant spells and abilities.
