A deck that focuses on casting multiple spells in a turn, such as a Storm deck or a spell-heavy control deck, would benefit from including Tendrils of Agony. While Tendrils of Agony can be powerful in the right circumstances, there are potentially better cards for similar effects, such as Grapeshot or Empty the Warrens in a Storm deck. Whether Tendrils of Agony should see play depends on the specific strategy and synergy of the deck it is being considered for.
