A deck that focuses on graveyard strategies or has ways to benefit from exiling cards from the hand, such as a reanimator or control deck, could benefit from using Forsaken City. While Forsaken City has its niche uses, there are better options available like City of Brass or Mana Confluence for mana fixing without the drawback of not untapping during your untap step. Forsaken City may not see widespread play in competitive decks, but could be a fun and interesting inclusion in more casual or thematic decks.
