The **Azorius Senate** is one of the ten guilds of Ravnica in *Magic: The Gathering*. Its founder, the sphinx Azor I, helped create the original Guildpact: a magical agreement that bound the guilds to their roles in the city for ten thousand years. Azor’s guild became responsible for Ravnica’s laws, courts, and civic administration. That history gives the Senate a claim to authority beyond its own membership, even though the Guildpact was designed to keep any one guild from ruling the others.
Azorius work is divided among three branches, known as columns. The **Jelenn Column** drafts legislation, the **Sova Column** interprets law and issues judgments, and the **Lyev Column** enforces those decisions. Its personnel include judges, senators, arresters, and lawmages. Their magic can detain suspects and impose order, extending the Senate’s reach well beyond the courtroom. Its headquarters, New Prahv, is a three-towered complex associated with those branches.
The Senate’s history also shows how its pursuit of order can become a bid for power. Grand Arbiter Augustin IV was an Azorius leader during the events surrounding the original Guildpact’s collapse. Later, the sphinx Isperia became the guild’s leader. She had previously served as the Senate’s champion in the race through Azor’s Implicit Maze, a test he left behind in case the Guildpact failed. That race ended with Jace Beleren becoming the Living Guildpact, giving a person the authority once vested in the magical agreement.
Isperia’s tenure ended amid the struggle over Ravnica that preceded the War of the Spark: Vraska killed her by turning her to stone. Dovin Baan subsequently led the Azorius Senate while secretly serving Nicol Bolas. Under Dovin, the guild’s surveillance and enforcement apparatus became part of Bolas’s effort to control the city. Lavinia, an Azorius arrester who opposed Dovin, worked against that takeover alongside Jace and others.
These events make the Senate more than a symbol of bureaucracy in Ravnica’s story. Its founder wrote the framework that governed the guilds; its institutions administer the city’s laws; and its leaders have repeatedly faced the question of whether preserving order justifies coercion. The conflict is visible in particular Azorius figures: Azor sought a lasting system, Augustin pursued greater control, Isperia defended the guild’s authority, and Lavinia resisted the use of that authority on Bolas’s behalf.
