About Expropriate
Expropriate, Sorcery, designed by Zack Stella first released in Aug, 2016 in the set Conspiracy: Take the Crown and was printed exactly in 4 different ways. It's currently being selled by the minimum price of 171.21. It's a key card in 3 combos.
A control deck that focuses on stalling the game and generating a lot of mana would benefit from using Expropriate, as it can provide additional turns to set up win conditions or gain control of key permanents from opponents. While Expropriate is a powerful card with a unique effect, it can be slow and expensive to cast, making it more suitable for slower, more controlling strategies. Some may argue that cards like Time Stretch or Time Warp are better for extra turns, while cards like Bribery or Control Magic are more efficient for gaining control of permanents. Overall, Expropriate can see play in certain control decks looking to dominate the late game with its powerful effects.

If a creature with an enters-the-battlefield council’s dilemma ability leaves the battlefield before that ability resolves, players can still vote for any option that would put +1/+1 counters on that creature, even though—or perhaps especially because—those votes won’t generate an effect.

Unlike the will of the council cards from the original Conspiracy set, where a majority of votes determined what happened, each vote made for a council’s dilemma card adds to the ultimate effect.
