Kasmina's Transmutation would be beneficial in a control deck, as it can be used to neutralize powerful abilities of opponent's creatures, making them easier to deal with. However, there are better alternatives such as Darksteel Mutation which provides a similar effect but also makes the creature indestructible. Kasmina's Transmutation could see play as a budget option or as an additional removal spell in decks that require more targeted removal.
