Pensive Professor would fit best in a blue-based spellslinger or tempo deck that casts a high volume of noncreature spells, especially ones costing 3+ mana, since Increment rewards you for spending more mana than its current power or toughness and then snowballs into card draw whenever counters are added; it synergizes particularly well with cheap protection (like Shore Up–style effects), proliferate, or counter-doubling effects to repeatedly trigger the draw ability and turn it into a growing card-advantage engine.
