Twilight Diviner would fit best in a black-based graveyard recursion or “aristocrats” style deck that repeatedly casts or returns creatures from the graveyard, such as Orzhov (WB) or Golgari (BG) reanimator, Muldrotha-style value decks in Commander, or Standard shells built around self-mill and recursion, since its surveil 2 fuels the graveyard while its once-per-turn trigger rewards you for reanimating creatures by copying one of them for extra value; it’s especially strong with creatures that have powerful enter-the-battlefield effects.
