
The Adeptus Arbites is the Imperium of Man’s galactic judicial and enforcement body in Warhammer 40,000. It enforces the Lex Imperialis, protecting Imperial authority, rather than functioning as a planet’s routine civil police. That distinction is central to its role. Local enforcers answer to governors and local institutions; Arbitrators answer to the Imperium. They investigate and punish sedition, rebellion, and other offenses that imperil compliance with Terra. Consequently, the Arbites can move against a planetary governor whose regime has become disloyal, even where that governor controls extensive military, administrative, and political resources. Its purpose is the preservation of Imperial rule.
Arbites garrisons are based in precinct-fortresses, hardened installations designed to remain operational during disorder or siege. This reflects the institution’s expectation that its officers may be outnumbered while confronting a world-wide revolt. The organization’s field personnel are Arbitrators supported by Judges and other specialists. Their visual and tactical identity is severe: dark armour, suppression shields, shotguns, shock mauls, and cyber-mastiffs appear in depictions and game rules. The shotgun is particularly associated with Arbites patrols, while shock mauls provide a non-lethal, though brutal, means of incapacitating suspects. Such equipment suits riot control, raids, prisoner handling, and the restoration of Imperial order.
The Arbites is distinct from the Astra Militarum and from the Inquisition. It is not an army intended to conquer territory, nor is it the Imperium’s secret-police apparatus for investigating heresy. Instead, its legal mandate makes it a visible mechanism of compliance. The Arbites therefore embodies a feature of the setting: Imperial unity is maintained through institutions able to override local power. In the game, Arbites have appeared as forces and models across editions, including Adeptus Arbites units in Kill Team. Their range includes specialists such as the Proctor-Exactant, Vigilant, Malocator, Revelatum, and Subductor, each reflecting battlefield or investigative functions.
Black Library’s Shira Calpurnia novels provide a literary focus on the organization. Matthew Farrer’s Crossfire introduces Calpurnia as a Judge on Hydraphur; Legacy and Blind continue her story. They use an Arbites protagonist to examine investigations, corruption, and the conflict between local authority and Imperial law. The organization has been represented by characters in Warhammer fiction and games, but Calpurnia remains its major viewpoint character. Across its portrayals, the Adeptus Arbites is not armed police with Imperial imagery. Its premise is constitutional: it is an institution empowered to directly judge planetary obedience to the Imperium, and to enforce that judgment.
